Three official Disguise costumes cover the HUNTR/X members, and they differ in what the package contains, not just in the character. What each set contains
Disguise lists the Rumi Classic (style 198119) as a jacket and romper, the Zoey Classic (style 198129) as a jumpsuit and armband, and the Mira Classic (style 249359) as a jumpsuit with attached skirt plus a choker. All three carry the same three child sizes, and on all three the wig is the item explicitly called out as sold separately. For anything else, read the listing description rather than assuming.

The size range is not the offer
Disguise publishing three sizes does not mean all three are available anywhere at once, and price moves with the size that is in stock. In our snapshot, Rumi was $34.95 in 4-6x but $25.49 in 7-8, Mira showed only 7-8 at $34.99, and Zoey only 10-12 at $25.49. Check which size is actually listed before you settle on a character.
Budget for the wig
The Rumi child wig is a separate purchase at $20.99, and child size is the only sizing given for it. That turns the Rumi 7-8 costume into $46.48 with the wig, and the 4-6x into $55.94, at the same September snapshot.
Quick answers
Is the wig included? No. All three Disguise listings name the wig as sold separately, and the Rumi child wig is $20.99 on its own.
Does the lower price buy a different outfit? No. In our snapshot the price tracked the size in stock, not the contents: Rumi is style 198119 at both $34.95 in 4-6x and $25.49 in 7-8.
Do all three come in the same sizes? Disguise lists 4-6x, 7-8 and 10-12 for all three styles, but what a given retailer had listed was narrower than that.
Sizing
